Muffed Punt

I apologize if this has been discussed before, but why wasn't that a safety? Either that was a blown call or the rule needs to change. Once he touches it is a LIVE BALL regardless of where it land. If we recover that ball in the endzone it would have been 6 pts. Why is it different when the punt return team recovers it in the endzone???
