Top 4 Highest Ranked Conference Champions

What if Memphis wins the AAC while going undefeated and Boise State wins the MWC with just one loss to Oregon, or UNLV wins it going undefeated (with 2 Big 12 non con wins).
Would a 3 loss Big 12 Champion be ranked ahead of those two conference champions?

I don’t think it’s a guarantee the Big 12 makes the playoff at all.
