Targeting calls and non-calls

The officials in the Stanford/Northwestern game just let the most obvious targeting call go.
KJ Costello was scrambling and slid down. The defender came over the top of him and delivered a forearm shiver to his head knocking off Costello's helmet and putting him out of the game.
It's absolutely nuts that the Northwestern defender wasn't ejected.
There are many times that guys get ejected for far less. This one was obvious.
