Roster question about KU and the NCAA

I keep reading threads saying that it's possible that certain players(Cummings, Jones) might be done at KU because of injuries, etc.
With the way KU's roster currently is and if career ending injuries keep popping up, etc. is there any way that KU could petition the NCAA for a few extra scholarships to give out?
Even if it's never been done before, why not try it?
The NCAA has let Penn State pretty much off with a slap on the wrist for having coaches, etc. being majorly out of control on their campus. Their situation was far worse than KU just having a couple of idiots as their last head coaches.
If they are going to slap them on the wrist, then KU needs to try and get a break for having a complete moron who ruined their roster situation.
They all the time are cutting breaks to programs for guys who supposedly have allergies in one state and allow them to transfer immediately and play in another state, etc. There is no consistency on their part, so maybe KU should try something that has never been done before.
With the way Coach Beaty can sell himself to others, maybe he could convince them for a one-time roster exemption(like maybe allowing KU extra scholarships for every guy who will not be able to play this year because of a injury).
If they truly want teams to be competitive, then it should be considered on their part.
I know it probably would be met with a no, but you never know until you try.
