OT: Lawrence Home Building tracking for worst year in history

I didn't realize home building in Lawrence was going so poorly. The KC region is up 11% this year while Lawrence is down 54%; even rural Douglas is outperforming Lawrence. Any thoughts from locals? Is it really as bad as it sounds?

KCMO is a mess within the metro. They changed their building codes and hardly any building permits have been pulled in the past 12 months, when they typically pull more than any other city (800-1000/yr.). Just not a good thing because it'll impact the metro's population growth.
