What is the plan for the most northern section of the upper deck on west? I assumed that was a seating section just like the others, but it seems odd that they haven't installed the seats yet. I initially thought the same thing below it, but that appears to not be seating section but with poor camera you can't really tell.

My guess is they are waiting on them to come in. I think that is why the seats have been placed in phases.
