JK - CCJ Question

I was reading this recent article about CCJ and this quote caught my eye:

“I had to take some ACT testing practice,” he confirmed to KStateOnline.com. “I have to get qualified.”

Is he a potential qualifying concern? Most years I am OK with rolling the dice with one or two of these guys, but this will be a very important class to get all of these guys in here with our initials
