JK - Back to QB?

It seems to me if they are looking for someone to compete next year with Carter and Peyton, that person would have to show up at semester to have a chance to do that.

Question: Could Scott or another JC QB or a HS QB show up before semester 2 starts and still sign in February since they didn't sign in December?

Question: Specifically on Scott is he a mid-year transfer eligible, or does he have to go back to JC and finish out?
