High School Athletes - fundraising or NIL?

There is a Missouri high school freshman that is highly ranked in baseball. He has sent out something to this effect on social media:

I need help with summer baseball expenses so I can pursue my dreams, etc. If you give me
$50 - I will give you a shout out on social media.
$100 - shout on social media, and name on facebook.
$250 - shout out, FB, something else.
$500 - everything above plus your name somewhere else.
$1000 - everything above plus 1
$2500 - everything above plus 1
$5000 - everything above plus 1

Would he be ineligible as no longer being an amateur utilizing NIL to raise money or is this fundraising? Any thoughts? I think this is NIL, but what do I know? Any thoughts from the wise Slant Board?
