Emergency aid for school districts

38 Kansas school districts applied for $12.3 million dollars of emergency aid. The actual requests totaled just over $15 million. Of those 38, 13 applied because the numbers showed more growth than the block grant could handle. I can understand those districts needing the funds. They are screwed by the lawmakers not building in a growth factor. Yet many of those did not receive any of the aid.

22 of those districts showed a decline because of reduction in valuation of oil/gas. Most of those districts are in western Kansas. Here's my problem with those 22. Most every district in western Kansas relies on oil/gas valuations. So what about those that did not apply for emergency funding? Aren't they in the same boat as those other 22, yet somehow are able to manage their finances to not have to request a state handout. Last I knew, there were 286 school districts in Kansas. Let's say there are 100 in western Kansas, so that tells me that 78 have competent money managers and the 22 that do not, are rewarded with free money.

Not to mention the politics that were involved in determining who received funds and who did not. The lawmakers that run this state are so bassackwards.
