Who to help financially from Coronavirus impacts?

So who/what should the US government be helping from the coronavirus?

An example from here in Hawaii. My buddy works for a hotel here and said they laid off 30 workers this past week and will be doing 2 more rounds of cuts. These are people that now have no income, the market has tanked on the off chance they had savings in the market, the job market is trash for finding a new job, and industries they may work in - hospitality - are all cutting jobs. Do we provide funding to them so they can pay for food, housing, etc?

The same hotel saw every event in April canceled. They went from $1.5M in sales, to $35K. That's a huge loss of revenue for the hotel. Do we bail out the airlines, hotels, etc. that are struggling to make it through this so when the virus has run its course in a few months, we have businesses capable of hiring?
