I am on of those that believes that the government putting FICA withholdings into the general fund in exchange for a chit was not only wrong but somewhat theft, and at the very least dishonest. Some argue that the chits are good. If that is the case, then no recipeint need worry about getting checks during the shutdown. However, the president and the minions in congress use the witholding of those checks as an arguement to get their way in the present standoff with the house. There should be no problem if what they say about the funds being there were true. Of course since the funds are in the general fund of which operates in the red and without a budget it is anybody's guess how the "leaders" we have will manage a the dispersal of funds during a shut down. At the very least these funds should never be a lever or held hostage for political gains or profits of any kind.
