University of South Florida hired Populous and Barton Malow to build new football stadium on campus.

35,000 seat stadium
Cost of stadium still undetermined - estimated $250-400M
Ready to play in 2026 season
Populous/Barton Malow will pay $2M per game if not fully ready in 2026
USF Board of Regents approved $22M in initial design costs

The first design phase will include completing the plans for the stadium, which the agreement states would include "multiple opportunities" for the greater community to provide feedback. After approval of the design phase, USF will move on to seek approval for financing and construction of the project.

I think this provides some interesting insight into how the process works. Of course, KU's stadium could be ahead or behind, it just depends on how firms, universities operate and choose to announce milestones.
