This is the appropriate act for U.S. to take if there is to be global solutions to this global threat. There is no evidence that leading global CO2 emitter China will be let off the hook here. The U.S. rejoining the agreement means much more effective global pressure on the Chinese dictators to stick to a reduction plan they announced several months ago. Same with Putin, who got a free ride from Trump on this as well as several other behaviors that are better left discussed in a separate thread.
