Just how in the hell will this be done? People that don't need it will get them. I know it will help the economy temporarily but they has to be a better way. Why not block grants states by population. The are set up with unemployment services and the money would get to the right people. I'm sure there will be amoral people that get checks, but the billions to blanketly send 2 $1000 checks to everyone could be spent more wisely.
