I wasn't aware of the protocols surrounding the State of the Union address. Apparently both the House and Senate pass resolutions inviting the President the Capitol Building to give the address. Without the resolutions, the speech doesn't occur. Pelosi came out today and asked Trump to postpone the address until the government is open. This could get very interesting.
There is no precedent for the address to not go on as planned, but we live in a time where precedence matters little, so who knows.
