KU QB from the late 90s

Random question. A bunch of my friends are in a flag football league out here in Los Angeles. They played against a team where the QB played at Santa Monica City College and then KU in the mid or late 90s. Said he was African-American, could sling it. I'm drawing a blank. Any guesses?
