The author points out - correctly in my opinion - that what we are seeing in Harvey is what climate change looks like. Harvey, of course, isn't the only iteration of the impact of climate change and Harvey is not solely attributable to CC, but this type of devastation, tragedy, and severity we can expect with far greater frequency thanks to our ignoring sound planning policies while ignoring CC in any serious manner.
As a lot of people like to say, welcome to the new normal. Not normal as in every year, but normal as in this won't be anywhere close to as anomalous as it has been in the past.
And for those who like to claim - incorrectly - that combating CC will destroy the US economy. Not only is that not correct, but tell me if you think the hit to the economy and the loss of life from events like this and increased wild fires is better or worse than many of the proposals made for reduced CO2 emissions (greater reliance on renewables, increased energy efficiency standards, smart grids, etc.).
