This drives the conservative in me nuts. I suspect a lot of this is nonviolent drug offenses. South Dakota reformed its drug sentencing laws a few years ago to offer rehab so as to avoid building another expensive damn prison. Yes, ours are still overcrowded because we didn’t finish the reform job. Voters legalizing MJ for both medical and recreational should help. Voters in one of our metro area Sioux Falls counties said no to a new jail. We should be reforming sentencing and bail for starters. Rant over.
