Can someone explain this rule?

With 5 minutes in the 4th, UNLV gets a first down on the 1 yard line, making it 1st in goal. They get a 15 yard penalty on the same play. Ball is put at the 15 and the yardage is set as 1st and 10. They then proceed to get 8 plays to score from the 15. Why is it not 1st and goal from the 15?
