Anyone hip to NCAA rules on graduate transfers?

We seem to have a lot of folks in the know here so figured I'd ask here. I have a cornerback I trained who is at an SEC school that just lost its head coach, he's considering transferring but will be 10 classes from his degree after this semester. So what are the rules for contact? Who can intiate, etc.?
